I want to run some old games that either don't run or don't run well on Windows 7, XP, or Vista. I have tried .DOS box and VMWare Workstation and it just isn't the solution. Is there anyway to create a small partition and install Windows 98?

Not unless you run it in a virtual machine; I ran it on a Pentium 4 once, and there were just way too many issues for it to be usable.
 
Yeah if I remember correct VirtualBox (free :D) has a Win98 installer! Considering how light 98 is you should be able to run it in a box no prob!
