Can VLC for Windows play an mpeg4 file?

it should be able to. If not quicktime for windows probably can.

VLC for windows play every single format it supports under OSX, plus some extra. 😉

BTW, for windows, maybe best way is Media Player classic+universal codec packages, take less system resources.
