I'm running Windows 8 (64-bit) on a Macbook Pro with Retina display. I'm having trouble with a program and it seems Windows isn't using all of the available RAM. The system recognizes that there is 16GB available but peaks at a maximum of 3GB. Does anyone know how to fix this?

I've tried Windows 7 with the same result. Task manager says I'm using 2.9GB which is the exact same amount it says is in cached memory. The rest is not being used.
 
my bet is that your are running a 32bit program no? if you are running say photoshop 32bit it will never use more than 3GB of ram... running photoshop 64Bit how ever would use all 16GB.

If windows sees all 16 you are fine, its your program thats the issue then.
