Windows stay open, even after a restart.

Whenever I logout or restart my new iMac, my windows reopen when I log back in. I have this setting always checked off, but it still does it anyway. Anyone have any ideas?

There's a "Close windows when quitting an app" setting in the General control panel. Do you have that one checked?

I'm assuming you are referencing Finder windows and not App windows. I see the same behavior with my Mojave system. High Sierra and earlier did not reopen the Finder window.

I'm talking about apps like Spotify, Messages, Chrome, etc.

Try deleting all the folders and files in ~/Library/Saved Application State/
Sometimes it gets messed up and keeps reopening windows.

The Chrome default installation is to automatically start up when MacOS starts up. I think I disabled the app from starting up under System Preferences > Users & Groups > (select the user account) > Login Items.
