This is what I did.
Downloaded the GM
Backed up to icloud.
Used itunes11.05 to restore ipad with the GM. Once the GM is installed, you will get an error message stating you can not connect this device to iTunes unless you have iTunes 11.1
I then unplugged from iTunes and continued the restore using the icloud backup.
But, you will not be able to connect your device to iTunes again until 11.1 for windows is released.

To be an iOS developer you need a Mac.
iTunes 11.1 for Windows will know doubt be released before the public release of IOS 7.
Gotcha thanks, any reason you did restore over upgrade? Im not near my main pc, but have access to the gm file, was wondering if upgrading my phone at his computer will affect anything, besides me losing my music?

Only way I knew how to do it. May be others, or better ways, that I am not aware of

Did you consider that 11.1 beta is not on windows? If you can download it, brah, then can you give it to this guy? For serious.
