I recieved an e-mail from an Outlook user who sent me a picture (.jpeg) file. The e-mail I recieved had a winmail.dat file attached and no jpeg file.

I tried opening the winmail.dat file which did not have a program assocated with it. After several attempts I finally opened it with TextEdit, the file was only jiberish.

Is there a way to recieve pictures from Outlook users?

Google and download TNEF's Enough. It will turn the winmail.dat file back into the original email. The problem is some window's mail server thing...
