iPad Witch ipad is right?

Any of them so depends on your budget. There is a refresh of Entry Ipad and Ipad pros coming up. Personally would buy the entry iPad 256GB for your needs. Bear in mind will need to buy either an apple pencil (more for artists) or a Logitech crayon (cheaper and meets your needs). Then you need to decide on the best app to meet your need which is a whole different story.
Budget isn't the deal breaker as much as size and note recovery in ebooks. Almost all my books are kindle, which all I can do is 4 color highlights and page marks. I use reference books a lot like Bible, cook books and other books for quotes and research notes. Some times split screen like zoom meeting and a textbook I'm working out of and and need instructor comments on them. That's my main thrust.

If you’re using the Kindle app, then export options are limited by what Amazon (and the book publisher) allows.
For reflowable ebook formats, there’s no standard method for annotation. Each app does its own thing and annotations are usually stored internally in the app.
If you want portability across platforms, I’ve found using PDF to be the best format. I can annotate using GoodReader or PDF Expert on the iPad, email the annotated PDF and the recipient can view and make their own annotations on, say, Adobe Acrobat on PC.

I think for your needs you can use an iPad or Android tablet to get what you want done.
How invested in the Apple ecosystem are you? If you have a Mac and iPhone then probably better to get a 2021/2022 iPad Pro and Apple pencil.
If you have an Android device and Windows computer then I would suggest a Samsung Tab S8.
Both are excellent tablets and should do everything you need to do. It is more a cross compatibility issue. One advantage I see for the Tab S8 is the Spen is included in the price and some people prefer the spen soft tip for notes vs the hard tip on the Apple Pencil 2. You can also just use a monitor and Dex to cast your screen and have a multi window interface. You can also use split screen with up to 4 windows. There are 3 sizes for the S8. 11 inch LCD display, 12.4" OLED and 14" OLED screen.
Alternatively the iPad Pro comes in 11" LCD and 12.9" Mini Led. Apple has multi screen support and is going to have Stage Manager for a similar experience to DEX on Samsung.
The cost of the Samsung devices are less and they have 5 years of support while Apple costs a bit more but typically gives 5-8 years of support or possibly longer.
The iPad uses the M1 processor which is much faster than the Snapdragon 8 gen 1 in the S8 but both are very fast respectively. Software experience on iPad is better and more apps are available but Android is still a good experience for most people.
Really it comes down to your ecosystem. If you have an android phone and windows computer you can sync your phone on the tablet and answer calls and texts and if you have a Mac and iPhone then the iPad would be a better choice as integration works better and you can answer calls and texts on the iPad as well and you won't have to set anything up.
If I had a Mac and iPhone I would look for sales on a 2021 iPad Pro.
There is going to be a new M2 iPad Pro announced rather soon so if money is not a concern and you want the fastest and longest lasting iPad then it would worth the wait.
Since this is iPad forum, lol, I still suggest to get the iPad for its vast choice of applications and its more natural user experience. Lot of people I know have iPad alone without having iPhone / Mac.
I have an iPhone 13 pro. I am using a kindle fire 2021, nice but not very versatile. I am leaning toward a higher end iPad, however one of the articles elsewhere on this site stated to stay away from them, leaning toward the iPad. Mostly I want split screen for zoom and reference books or PDF use at the same time, while making recoverable notes on the reference. Other wants would be converting text books to audible books since Amazon kindle doesn't support my reference books audibly with possible conversion restrictions. I have a post about Speechify on this forum.

Well it depends how big of a screen you want to go with then at that point. Any iPad can handle the tasks you're asking of it. I personally have the 11" m1 pro and love the size but I dont use the split screen much at all on it.
Then it depends how much you wanna spend. a 9th gen can easily handle that but it looks quite dated compared to the air and the pros. Also depends how long you want to keep it, will you have multiple tabs open etc. The air and the pro both run the M1 chip and have 8gb of ram, they will definitely lasts you quite a few years.
I use MarginNotes for highlighting and quoting from many references. I also use KyBook 3 for reading academic papers and books (pdf, epub, azw3, etc). If you plan to use split screen a lot and no issue on weight/mobility, iPad Pro 12.9” probably will fit your needs. Personally, I use combination of 11” iPad and MBA. 11” is quite limited for split screen but still sufficient for me (considering its mobility).
I have the 3rd generation 11 inch ipad Pro with the m1 chip, and basically it does everything I need it to do and does it perfectly, I have the Magic Keyboard for it as well, have not gotten the Apple Pencil for it yet, although I am considering getting it. Since I have the magic keyboard, I do not touch the screen as much as I do on my iPad Air 3rd generation and that is why I got the Apple Pencil for that one, get so tired of fingerprints and such on the screen…. I use split screen almost daily and for long periods, and think the 11 inch size is good enough.
