Well between the iTunes Match song limit, the fact that all photos (and videos) are not also backed up to the cloud, I think it's fair to say that we could use a more robust iCloud in order to truly eliminate the Mac from the chain. And believe me, I try (note my signature...)

Once again, if the photos and videos are in the camera roll, they are backed up to iCloud. You are confusing iCloud backup and PhotoStream syncing -- they are two separate functions, for different purposes.

Obviously, if you run out of room to store all your photos and videos in your iPad camera roll, then you have to start looking for alternate means of storage. But once you figure out a storage solution and delete the videos and photos off your iPad, then they are no longer on your iPad, and therefore it is outside the function of iCloud to back them up. I think people are trying to make iCloud be something it wasn't designed to be. It's supposed to be a backup of your iDevice, not of your entire media library.
