won't auto-join unsecured, hidden network?

It seems iOS10 is not automatically joining a hidden, unsecured wi-fi network that my work has.

Has anyone else noticed this issue?

If I go to settings, join other network, and type in the info it connects fine.

Used to automatically join in iOS9.
