I've used Wordpress, in setting up several blogs for me and others. I really like the high degree of customizability it offers, an that it strives for standards support.

Wordpress get my vote, but honestly I haven't really used Blogger a whole lote so I guess it's an unfair vote..
 
I believe Blogger is for little kids who just want to have a blog and can't be bothered with any real setup. I did not mean that to sound demeaning. If you want power, you need Wordpress. But Wordpress does have a lot of flaws, especially in terms of usability...
 
I've blogged forever and I've stopped because I don't have much time left to write stuff.

I feel that wordpress is better, because there's so much more customisations, especially if you're using your own server - but trust me - rather use the one they provide on wordpress.com. You can edit so much stuff in there - check out their page php edits, as well as plugins that you can also really customise to the bone. The user experience and control panel also outweighs the ones of blogger's, because it is well organised.

Blogger on the other hand, it's a bit empty-shelled and the user experience for visitors isn't that great - especially when they comment. they're with google so you can use everything under your google account, but hey, I'm not sure if you can start another one under the same account.
 
I could go on and on about why WordPress wins over Blogger but I do not want to bore you guys, so I will just cut straight to the point. WordPress is just more powerful in a user point of view with themes and plugins, in the past when I used Blogger, I had to always edit the code if I wanted to change my template. With WordPress, it is just 1 click. And Blogger strike to me as a service which are mainly used by kids.
