After a sleepless night and frustrating morning all seems to be working now. Initially, I had the following problems:

  1. Playlists on my iPhone were duplicated to my iTunes Library.
  2. After Enabling iCloud Music Library (Merge), duplicate songs showed up on iTunes
  3. Choosing one Playlist on Apple Music (phone) to be available offline, caused all Playlists to download at once.
  4. Could not stop download after it had started, requiring deletion from Manage Storage>Music
I must have spent hours on the steps below before I gave up in frustration and wiped the phone and restored from iTunes. After everything was restored, without any music on my phone I re-enabled iCloud Music Library and let all my playlists and music show up on the phone. I took the smallest playlist I have and went into the playlist. From Inside the playlist did I choose Make Available Offline.

Happy to report that songs are downloading the way they should and very quickly. Much faster than iTunes Match. I'm still not sure I need the entire Apple Music sub. or just stay with Match. At least I have my music back on my phone. Phew!
