I'm looking at two different 13" MBP. Both have the same amount of RAM, same HD size. One was originally release in Feb. 2013 (2.6GHz) and the other was released Oct. 2013 (2.4GHz). The Oct. 2013 model is $130 more.

Is it worth the extra $$ to go for the newer model?

FWIW, I'm not a "power user"...I'll be using it for regular internet surfing, streaming media to my Apple TV, directly connecting it to my TV via HDMI occasionally, LIGHT photo editing occasionally, watching movies, etc.

I'd go for the October 2013 model. However if money is tight, the early 2013 would still be a great choice.

Considering I'll have the machine for 2-4 years, and use it all the time, I'm not afraid to pay a little more to make sure I have a really solid unit. However, I'm not sure what the difference is between the two models.

There were some fairly large changes in these two models. The redesign of the Oct 2013 model is why I jumped back over to the MBP model instead of the Air.
The Oct 2013 is now only a half pound heavier than the air.
It also has a nicely upgraded GPU. These two alone were enough to convince me. However, notice I bought a refurb, the mid 2014 didn't have enough to convince me to pay full price for a new.

I would prefer the October 2013 one as well but the Early 2013 is plenty powerful, heck I am still using a 2011 to this day .
 
2013 has 5100 gpu and haswell --> better battery. I think thats worth 130$ extra, imo.

Agreed, I would choose the late 2013 one for the better battery life. Just looking at Apple's specs you will see about 2 hours more battery life on the late 2013 vs the early 2013 model.
