Affected device:
Apple Watch Series 3 (watchOS 4.2.3)

Since updating to 4.2.3, have any S3 owners noticed that Siri no longer has any voice feedback when invoked by Hey Siri?

If I start Siri by holding down the Digital Crown and ask something, Apple Watch will correctly read out Siri's response. However if I start the same query using Hey Siri, the same response will display on the screen but it won't be read out.

Rebooting the device didn't seem to fix this.

Yes, when first installed 4.2.3 Siri was non responsive. I restarted and all seems to be fine. Must be a bug related to the install process.

Also another difference I noticed that I don't remember happening before is the complete install happens while the watch is on the charger.

Just an update, I haven't fixed the bug but I've noticed something that might be a clue.

Sometimes Siri's voice feedback will be very quiet when invoked via Hey Siri, other times it's completely muted. Invoking Siri via the Digital Crown will always give the correct voice feedback at the normal volume.

Changing the volume settings only affects the "manual" Siri, and doesn't change the volume for Hey Siri. It's possible that Siri uses a separate audio profile for Hey Siri than the manual mode, and mine's stuck on 0 or very low volume. There's no way to separately manage the volume level for different modes on the Apple Watch, hence this bug becomes persistent.

My Series 3 (GPS + Cellular) always responds with a very quite Siri response to any "Hey Siri" query. When using the digital crown, Siri responses have always been at a much higher volume.

Did you look at Settings on the Watch, go to General - Siri. I had the same thing happen, but you'll notice that potentially the Siri voice hasn't been downloaded to your watch for some reason. It used to respond with voice after receiving for Christmas, but after an update to 4.2.2 it apparently disappeared, and still wasn't there with 4.2.3 until I just poked around today after seeing your post. It'll tell you your watch has to be on the charger in order to download.
