Would a DFU restore fix this?

Sometimes...

-Photos in Messages won't load, it's stuck at the Loading circle bar
-iMessage won't send on Wifi, has to resort to LTE
-Sometimes people say they called me and it goes to voicemail without me ever receiving a call

Could a DFU restore fix these?

Most likely, when setting up make sure you restore as New iPhone, not previous back up.

Thanks for your help. Just to be safe, doing a DFU restore could never harm my phone, correct?

Correct. Doing a DFU restore can never harm your phone or any other iOS device.

No, but if this occurs again. Take it to the apple store. They will take care of it asap
