I have a late 2016 MacBook Pro and I use the charger for my phone as well using a USB-C to lightning cable. First off, is that bad? I only charge up to 80%. How about for the iPad Pro?

I use similar chargers and cables with my 2018 12.9 Pro and 10.5 Pro and have never had a problem.
 
The devices are smart enough to take the amount of charge out that they can handle. Never had an issue.
 
Same use case - I have a Late 2016 MBP (when they first moved to Thunderbolt 3) and I use that charging brick with a USB-C to Lightning cable to fast-charge my iPhone X. No issues and my battery still keeps a great charge. I personally don't do it with my iPad Pro 2018 because it already comes with a USB-C PD charger, but I would imagine it would be the same.
 
The iPads self-regulate their max safe input; you can use a higher rated charger. The iPads Pro seem to max out around 25W (the standard is 18); I use the 30W charger all the time from my partner’s MBA
