Would it be difficult to turn the ipad into a phone?

I highly suggest enabling the virtual memory hack in conjunction with Backgrounder. This prevents applications from silently quitting when they run out of memory.

Will a voip app be 'active' enough to ring after it is paged out of active memory?

It makes sense to have the convenience for other apps. How about testing it using pandora. Open it and start playing. Then open five or so apps to see if it continues while the others are active. I'd be curious and doubtful it would continue to play.

Without a page file I think that iOS drops whatever has the most memory active at the time regardless of action. As multitasking isn't enabled by default then there's no concept of activity to keep stuff from being dropped.

With the page file, everything runs perpetually and you can load as many programs as you want. The only disabling factor is that the CPU starts hitting a bottleneck.
