iPad Pro Would the USB-C iPads start with dead batteries?

Would the USB-C iPads start with dead batteries? I still use sometimes the first MacBook Air without battery.
An an old M1 iPad Pro could be still an usable drawing tablet for desktop use in a couple of years.

The battery won't die until a decade or so passes.

I think pretty much all iOS devices boot up when connected to a charger even with a low performing battery inside.
