So I'm just wondering if partitioning my hard drive and adding a 20gb or so ntfs partition would allow me to transfer files freely between my mac and bootcamp partitions. I am currently using paragon ntfs, so would this work?

With an NTFS write driver for the Mac, yes, this should work. Although at that point, why not just use the Windows partition itself for file transfer, since you need the NTFS driver anyway?

You could alternately format the 20GB transfer partition as FAT which would remove the need for any extra drivers in either OS.
