Thinking of getting back into WoW for casual play/occasional raiding. I have a 2015 MacBook Air, 1.6Ghz running El Capitan.

I know I'd need to run graphics on low and I have a stand and fan to keep things cool. I have an external Apple monitor at home that's provided by work so screen size isn't an issue.

I played on hardcore raiding guilds overseas so I'm used to dealing with low FPS and lag now and then.

How viable is the Air for playing until I either tire of the game once more or can upgrade to a bigger computer?

I think you'll probably be fine at medium/low graphics settings. The good thing about the MBA (for you, anyway) is its relatively low pixel count.

I played WoW on a 2010 13" Macbook Pro at low settings quite well. I had hoped for a large improvement when I got my 2015 MBA, but I was pretty much stuck at around medium graphics, closer to the lower end. Very big surprise. I know the MBA graphics chip isn't that great, but it is quite an improvement on what I had before, so I was pretty disappointed. Ended up building a buff PC lol.

But yeah, for travel and stuff, the MBA will suffice for some games.

Oh, btw, never did any raiding... But IF it can be done, it would almost certainly have to be done at low settings to be playable.
