The issue isn't limited to just Safari though.
Today, I was reading a pdf on notability, then switched to Safari for a while. When I later switched back to Notability, the app reloaded, and flashed a preview of an older pdf (not the current one I was reading) for a while while it was loading.
Nothing embarrassing, but I did find it humorous. If the intent is to create the illusion of speed or seamless task-switching, nothing could be further from the mark here, IMO.
