X doesn't prompt me for any activation

I've reset my X about 5 times now and cannot figure out how to activate it to AT&T and get it working. I go to set up, use my old phone and passcode, enable Face ID, connect to iTunes to restore from an old backup, iTunes says "Welcome to your new iPhone" and asks if I want to set up as a new phone or restore...I restore, that takes about 15 minutes...once it's done I have all my old data, but the X is not activated on AT&T and I cannot figure out how to get back to the activation screen I saw the very first time I turned on my X and got the "try again" screen.

Any ideas?

Just put the SIM from your old iPhone in and it should be ready to go.
