APPLE-SA-2019-3-25-7 Xcode 10.2 states that it is available for 10.13, but App Store app lists it as an incompatible update...

Not sure what the security update is for (maybe a beta?), but Xcode 10.2 requires Mojave.

This is why I had to update to Mojave. Make sure you make a backup before you upgrade.
