Hey,

I just installed xcode from my 10.6 CD,

And every time I launch it or try to make a new project, I get this message:

" Internal Error

File: /SourceCache/DevToolsBase/DevToolsBase-1608/pbxcore/SourceControlManagement/SCMG3/SCMModel.m
Line: 87
Object: <SCMModel>
Method: initialize

couldn't create ~/.Xcode

"
Then I click continue and everything works fine ....

BTW: I've Reinstalled Xcode, Repaired Permissions, I've check the Dick and its fine what is the problem?

I don't recall ever seeing this error, but the obvious source of action to me would be to create ~/.Xcode/ manually and see if that fixes it. (Is there a file in the way?)

So far as I'm aware, "repairing permissions" will not repair faulty permissions in your home directory as that's not created by an installer package and therefore isn't covered by one of the receipts left behind.
