Hello,
I just downloaded the xcode app from the mac app store but it wont open, when I select open aftet the download or double click the app, nothing happens? Any idea why?

I am running a macbook pro A1278 with OSX El Capitain 10.11.6

Did you install it?
Do you have enough disk space available, XCode is fairly beastly.
Could it be opened in another workspace?

Recommendation:
Click Empty Desktop location > Command + F > Applications > Delete Xcode.app and reinstall

I ended up going into privacy settings and allowing it, for some reason it was not listed among the apps allowed.

What? XCode should not require privacy settings to be adjusted. Privacy settings mostly allow unsigned or unapproved software access to secure system areas.

Just double check you have installed the proper XCode from Apple:

PS. Currently running MacOS Sierra and do not have XCode listed anywhere under privacy. I use XCode everyday and the only apps I have under privacy accessibility are apps I'm working on.

I went to the mac app store, searched "xcode" and installed, however the link you gave me asks me to Install not open.
 
Xcode download is wonky this weekend, what with the new touch bar code including version.
At 4.47GB, the thing is a beast, and the servers are practically underwater. I think I'll manage to get a functional copy downloaded in under 24 hours.
The new versions of iWork, GarageBand etc, are not helping matters either.
You might be better off waiting till mid next week if you're not experiencing joy now.
