xls files

I have a form that is sent to me fro, my boss it is an xls file and when i try to open it with numbers it tells me that the file is encrypted how do i go about opening it? You folks got me out of one jam before hopefully this one to

Tell your boss not to encrypt the file. xls files by default are not encrypted, locked, or password-protected, and open with no issue in Numbers.

I have it opened on Windows on my Laptop but when I save it and send it to myself it says the same thing? Is there something I can do to it?
