This just happened on my iPad Pro...

I don't see a problem, unless you mean that you think Siri should be able to toggle silent mode.
 
The thing is, Siri does not clearly understand what an iPad could do and could not do. We all know that iPad does not have a haptic engine or whatever for vibration. But Siri does not know that.
It is quite hilarious to see this happening though. XD.

But it can still make noise so silent mode has a purpose.
