Yikes! Apple Watch Series 3 can't use family setup or iPad-only?

I'm just a few hours away from meeting somebody to purchase an Apple Watch Series 3 (GPS+cellular) for my son but I just saw I need a Series 4 to pair it using "family mode" to my iPhone? I also can't pair the watch to his iPad?

I thought I did my homework but it looks like I failed.

Are there any other options to setup this watch for him? I wonder why Apple is restricting this family setup-mode to Series 4 and later?

I don't know about family setup but you cannot pair a watch with any device other than an iPhone.

Family setup requires a Watch Series 4 or later. So you have three options:

1) Change the plan and purchase a series 4 Watch
2) Buy your son his own iPhone
3) Pair the Watch to your iPhone but let him wear it
