I beg to differ. I do get a FAN discount however only on the $50/month option. This is copied from my company's FAN page.

DataConnect 5GB for 4G LTE Tablets (2-Year)

Once the allotted amount of data is exceeded, additional data is provided for $14.99 per 250MB on the 250MB Plan, and $10 per GB on plans 2GB and greater. To manage the amount of data billed as part of your AT&T subscription, we recommend that you use available Wi-Fi connections when possible. If you exceed the amount of data available in your AT&T plan, we may have to temporarily interrupt your ability to connect your tablet over the AT&T 3G network. This interruption will last for the remainder of the billing period; or until AT&T receives approval to allow additional overage charges from an authorized contact for your account. Pay-per-use international usage is included.

These data plans require a 2-year agreement to purchase the tablet at a discounted price. If you purchase one of these data plans, you may change to a lower-priced data plan only after the 2-year agreement is met. The 2-year agreement begins on the date that the plan is activated.
 
My observations:

You cannot add this plan online if you already have the ipad as the system forces you to add a ipad to check out. You have to call FAN sales.

You can only get the discount if you agree to a 2 year term. Can any other posters show that their purchase is month to month? If not, they are locked in for 2 years (could be different for some corporate or business customers whose business agreement with AT&T does not require service terms...still I say prove it).

This may be a premature move. With the next iphone having LTE, it may make more sense to lock in for 2 years on the phone. Then just tether the ipad.

I have read that ATT now has throttling for LTE (even unlimited accounts) at 5GB. This may mean that it makes more sense to switch to the 5GB plan on a 2 year discount.

I did have to call to add the iPad to my account but I checked with the rep and they said it was for sure no contract. I can confirm it is true because I can go online to my post paid 5gig account and it says very clearly you are not on a contract. Now my FAN is WellsFargo (28% discount yay) but it does not tie me to a contract. There is a contact version listed on their data connect web page but you have to make sure the rep does not put you on that plan.

I verified and the discount works for me.

I stopped in at an AT&T store and asked about this. According to the associate there, you have to add your iPad to your account to get the FAN discount. However, although you are not under contract you cannot activate your iPad one month and then deactivate it the next. You'd have to take on on and off your account to do that.

The consequences of that (according to her) is that is hurts your standing with AT&T to the point where they could ask your for a deposit on your next iPhone/smartphone purchase with them--even if you have great credit otherwise and have paid your bill on time.

So, if you intend to use LTE every month then its a great deal to add the iPad to your account. If not, its best just to pay the full prepaid option. Anyway, I'm sure another associate at another store may say something different.
