You seem to forget that the 16e is the „default“ straight-from-Apple iPhone around the WORLD now.
Apple knows exactly how much wireless charging is used on their older and lower tier iPhones outside of the US and figured they can cheap out on it because the majority of world wide customers won’t need or miss it.
AI is just a marketing strategy for the western world, especially the US. Nothing else to it.

That's very true. I have lived in the Philippines and Thailand and 90% of the cases for sale in the mass markets there don't have MagSafe on them. And most people don't have any wireless charging at home either. It seems to be way more popular among western audiences.

not sure why people would want it to when it's done via the camera button.

Because only the latest iPhone 16 Pro has the camera button. There's no reason why this couldn't be enabled via shortcut on any Apple Intelligence-enabled device like the 15 Pro. I'm already using my Action Button for several other things via Shortcuts, so it would be very useful to be able to add Visual Intelligence to one of my Action Button shortcuts.
