youtube hd doesn't work on 3g network

So my Iphone4 only plays youtube in hd when connected to a wifi network and will not play in hd when on the 3g network only. I'v tried looking it up but am unable to find any info on it. Not sure if this is just how it is or if my phone isn't working right? anything helps.

It's how it's always been. This is done to prevent straining the cellular network.

Its been like that since the first iphone came out.
If you JB and install 3Gunrestrictor you can have youtube videos in HD quality over 3G.
