YouTube Video quality change over cellular

Hi Guys,
I just mentioned after 9.3 update that the YouTube app cannot change manually the video quality over cellular network. Any idea what happened ?

This has always occured since the YouTube app launched.

use another youtube app or downgrade if u even can for jailbreak & use that app that makes ios think ur on wifi when on cellular data.
