Just finished reloading Leopard from scratch on my MBP and have noticed a 'Zoom' command in the Window menu of most applications.

I don't remember it being there before, and it has the effect of maximizing the window to full width of the screen - not the default behavior of the green dot.

Is this a Leopard feature I hadn't seen before, or did I install some Haxie that added this command?!

The Zoom command does the same thing as the Zoom button (which is the official name for the green (+) control.

That Mega Zoom command is the result of a haxie.
