If it is UPS then why does my package have a FedEx tracking number? Mine left Newark as well, I guess we are on the same truck/pallet. A little gutted I wont be getting my iPad today but oh well. Looks like we will be getting ours tomorrow. Cheers.
FIFO is most likely being respected, what people do not take into account is that not all Credit Card processors are 24x7. Some also require a human to review any purchase which is over a set limit. Those can delay your purchase.
So most likely what happens is.
1) Apple gets your order
2) Apple checks it stock for your model, if found proceed else check later
3) Apple has your item, bills your CC. (this is probably the prepared step)
4) Your CC responds, Apple approves it for shipping.
The time between step 3 and 4 can be significant. It can also increase if there are multiple items and the order of which Apple bills them. There are many protections built into CC transactions. Some detect smaller amounts going to a vendor as feelers which are a good sign of a stolen card.
It is quite possible Apple sets a time limit on approval and puts you back at front of the queue for your model and fills the next order that needs your model. You are still in front of many of those who ordered after you but items could be out of stock if it happens enough.

Apple states a 3/23 delivery while FedEx states a 3/22. It's the first time that Apple is quoting a later time than FedEx. Usually it's the other way

Just called Apple "customer service" again to ask why my ipad hasn't shipped when all these other ones have.
Still got the Comapny line about how it's on schedule, everything is just fine, I'll have it by the 25th, blah, blah, blah.
Wouldn't upgrade my shipping or give me anything free. Jerk.

So he is a jerk because your package is on time and you were demanding free stuff because your package is on time?
Did you use the advice here and say your friend who is with you just called for the same thing and they gave it to him?
You really have no say in this anymore. Your iPad 2 arrived already - go enjoy it and stop feeling the need to reprimand others.
