Under my iCloud devices, it still shows as 16.0.
I had that problem too. It actually prevented me from enabling the new Advanced Data Protection feature which required all devices to be updated to 16.2, including HomePods. I don’t know which is showing the correct OS version but the only way I was able to get the iCloud device list to update was to factory reset the HomePod(s) in question.

This problem is now persisting with the past few updates and it’s annoying.

Yep, that is the Apple way. Their programmers are the worst. It must be a crappy place to work. The programmers likely don't get much guidance from their supervisors.

No wonder why they didn’t have lay offs like the other big tech companies. They’re using interns lol.

Just this past minute, I asked the HomePod in my bedroom to turn on the lights and Siri comes back telling me I don’t have any accessories set up in the Home app 🤦‍♂️. So I proceeded to open the Home app and do it my damn self. Must be a new feature with 16.3.1.
