I'd be willing to bet that the computer might be the issue. They only have N rated airport cards in the older laptops. Do you have another wireless device you could test the speed on the 5ghz band?

Just use your keyboard button 'Option' key down while clicking on the Finder menu item wireless symbol.
 
Use your keyboard and hold your 'Option' key while clicking the Wi-Fi Finder icon and post it. This way we could see what you connection speed truly is showing!

Change you wireles channel in your router from 38 to the channels in Hundreds range. The the true wireless speeds start there!
Where do I do that? I've looked in the advanced wireless options and don't see anything.
 
I haven't gotten another laptop in to test the system, but what's interesting is that I did the speedtest with my iPhone6 on my network using the Speedtest.net app. I got 140Mbps on the iPhone. So the answer is my laptop. Thanks for everyone's help.

The original line of Rokus could work on either 2.4 or 5 GHz, but the Roku 2s only use 2.4 GHz to my knowledge.

I usually recommend wiring it in with Ethernet if its an option. I only use wireless for phones and tablets. I have the same computer as the OP. Mine is the same way. The N rated network card is only good up to 50-60 mbps on wireless.

One more thing to try if you want to chance it for $30 or so... (I posted the info on another thread today)

I am not sure if the USB will be more limiting than what you are getting now.

Since your computer is only usb 2, you may not get full speeds like usb 3, but it should be the fastest available for this computer.

You will also want to look at the PDF file on the driver page as well, the dongle appears to require a driver and it's own wifi connection app.

The good thing is that this dongle lists El Capitan compatibility, with the required driver signing no usb wifi products were compatible the last time I checked.

Change your wireless 5gHz channel manually to the hundreds range!
