So Lisa Gade from MobileTechReview has released her review of the 2018 MBP and discusses the temperature problems, recommending a free app called "Macs Fan Control" to mitigate the issue. It gives you manual control over your fans, which appear to not be working as hard as they could be (presumably so that Apple can boast how quiet their laptops are).

I'm strongly considering upgrading my 13" 2015 MBP to one of the 2018 models (probably a 15"), and I want to know how much the throttling can be avoided just by manually pumping up the fans. I would greatly appreciate if those of you who have already purchased the model could try this app out and let me know how well it works with your configuration. Thanks in advance!

(This is my first post, but I've been lurking for a while waiting for this 2018 MBP update.)

Under some workloads, yes.

Cranking up the fans to maximum and running Prime 95 let me stay around 2.9 Ghz, i.e. base clock (it jumped, nothing major). Cinebench faired slightly worse and the Unreal Engine Realistic Rendering test knocked that poor CPU down to 800 mhz and back for a good thirty seconds.

All my previous posts have QT screen recording, so you can see the data I got (and how I got it):
