My 16" 2019 MacBook Pro is not covered under the keyboard replacement program but the "E" has been malfunctioning. Sometimes when I use it, I don't get anything, sometimes I get multiple keys. I am running Monterey 12.5. I have cleaned with air to no avail. The nearest Apple store is 2 hours away and I am no longer under warranty. Any suggestions?
 
Seeing it’s not under warranty have you considered taking it to a more local independent repairer who advertises fixing Apple Macs? Google might be your friend to help find one.

Don't these things have scissor switches, not butterfly? Can you just pop the key off to see what's going on under there? (Disclaimer: I do not know if the key assembly is as easy to remove as the pre-2015 models.)

Is this the one with butterfly keys?
 
Then likely OP spilt something there and it's causing a jam.
I did not spill anything. I am now having issues with 3 keys - q, w, e. sometimes they don't work sometimes they give me multiple letters, sometimes they work just fine.

Sounds like the typical butterfly keyboard issues. Even tiny crumbs can cause issues like this.

The 16" 2019 does not have a butterfly keyboard. I have a 2019 16" and its all good here and I did not baby this keyboard.

The OP just got unluckly or the keyboard had a defect from the factory.

QWE... likely something fell there then. Not saying you knowingly did it. However, if you do have a butterfly keyboard, then have that checked out.
