This is bull*****. How can you advertise a 1-day sale on an app and then make it unavailable for download? I just contacted itunes support via chat and they were unable to help. I suggest that everyone affected go to the following link and fill out a feedback form to complain:

When?
Just a few minutes ago. It read .99 on one page and 24.99 on another. I downloaded it and if I'm billed for the 24.99 I call them on it and either have it removed or ask for a refund. It is advertised for .99 after all.
It just let me download this app as well, but when I checked my account statement, it billed me 24.99, I have already reported a problem and I am on the phone with iTunes as we speak, will let everybody know what happens

Does anyone have the phone number for the App Store support? I got burned by the same bait-and-switch with this app. Tried to download it from 2PM EDT today but got the "Update" error notification. Got home this evening and looked the App up and was able to download it -- but I did not notice that they had jacked the price back to $24.99!
Luckily, I was able to use the back page function in iTunes (Mac OS) to pull up the page with the $.99 cost for the same app. I got a screen capture that shows today's date and time along with the App listed at 99-cents.
Now I just need someone to call and get a refund...

I think you may be overreacting. It could very well be Apple's fault.
