In my case since it is not a battery hardware issue the best solution would be to do a restore using iTunes so that iOS get rewritten. BUT, since I'm almost always using beta software this isn't possible. My hope is that the part of software that is messed up got wrote over with the 9.3 update I loaded last night. Not likely keep my fingers crossed
 
I was at 27% and plugged it in and it went to 36% immediately. Hope its just a minor bug since my phone will be turning a year old in a few days. No apple store near me to get it checked outz
 
Doing the update to 9.3 did nothing for me (as I expected). I am now in DFU mode and loading 9.2. From there I will load 9.3 and then do a restore from iTunes of the backup I did before entering DFU mode. If that doesn't work (which it should) then I will repeat all that but not reload my bcakup and load everything from scratch (that would suck).
