It tricks your phone into thinking it's on WiFi allowing you to download apps larger 100 MB amongst other things.
If you need to ask that then don't bother.
And no it doesn't give you free wifi or free internet if you don't have a data plan or wifi to connect to.

I'm on an unlimited data plan so I don't care if I'm connected to Wifi. For an example, on Netflix, it tricks it into thinking you're on WiFi so you can watch HD videos instead of compressed.

Go to cydia > search > 3g unrestrictor
It says this: Unable to Purchase

Are you trying to purchase 3G Unrestrictor 5? The package should be available to purchase; the developer has marked it as 9.3.3 compatible
3G Unrestrictor 2 is not compatible with iOS 7-9
That's strange, it allows me to purchase 3G Unrestrictor 5. Did you make sure to refresh your sources?
What if you want to download a long Podcast? I have tried, but it says I need wifi (I am on unlimited plan).

It tricks your device to thinking it's on wifi when on 4G/LTE. So it'll probably allow you to download the Podcasts on 4G/LTE.
