I'm on an unlimited data plan so I don't care if I'm connected to Wifi. For an example, on Netflix, it tricks it into thinking you're on WiFi so you can watch HD videos instead of compressed.

Go to cydia > search > 3g unrestrictor
It says this: Unable to Purchase
This product is not currently certified to be compatible with your device.

Are you trying to purchase 3G Unrestrictor 5? The package should be available to purchase; the developer has marked it as 9.3.3 compatible
3G Unrestrictor 2 is not compatible with iOS 7-9

It tricks your device to thinking it's on wifi when on 4G/LTE. So it'll probably allow you to download the Podcasts on 4G/LTE.
