It tricks your device to thinking it's on wifi when on 4G/LTE. So it'll probably allow you to download the Podcasts on 4G/LTE.

Is there a way to download things above the 100 if you do not care (without JB)? I assume not, but looking at other posts it seems like it is possible as long as you have unlimited plan.

No, not without a JB hack to bypass that limitation set by Apple.
