LA Times reports that Apple has confirmed that it is now allowing the iPhone and newly released iPad to make voice over IP (VOIP) calls over AT&T's 3G cellular network.
"We revised our Program License Agreement in conjunction with our updated Software Development Kit for iPhone, iPod Touch and iPad Apps," wrote an Apple spokesperson.
Skype reportedly has a 3G-enabled version of their app ready to submit once they get final clarification from Apple. In the meanwhile, Fring has already enabled Skype calls over 3G in their application.

This also means that new iPad users will be able to make outgoing phone calls with just the 3G data plan. An unlimited 3G data plan for the iPad will cost $30/month.

I see the industry is getting ready to build around the iPad and it's only been what, a few days after the reveal?

I briefly wondered if AT&T insisted that they not have a camera, because all the extra data used up by video chat over 3G networks by the 4 million or more projected iPad owners would make AT&T's network suck even more.

But that can't be it, because AT&T's network could not possibly suck more. :)
 
The main disadvantage, of course, is that the iPad will not be able to monitor for incoming calls due to the inability to run applications in the background.

Jailbreak it. Problem solved. Then the device will function like a normal piece of equipment.
 
Awesome! I’ve been waiting for this.

All Skype needs to monitor for incoming calls is push notification. I thought they already had that? If not, I’m sure they’ll add it. I get notification of incoming AIMs even when AIM is not running and my iPhone is asleep. Push works great.

It is weird that I am happy about finally being able to use years old technology.

Everyone griped that the iPad lacked the basic phone functionality of its smaller sibling, the iPhone. Now with 3G VOIP enabled, everyone will gripe that the iPad can merely do what phones have been doing for over a century.

Astounding.
