There's a reason for that.

The 'S' in the 3GS stands for "speed" - Steve Jobs said so at a keynote.

Because of that, you will have to wait for the 4S to tame your need for speed.
 
maybe the 3Gs had a fresh restore just a short while back and the 4 was used longer without a restore.
 
All I know is that ever since 4.1, the animations on my iPhone 4 haven't looked as smooth as 4.0.2.

I have a whole thread about the issue. The launch animation on some apps that are suspended are missing the whole first part of the animation where the icons fly away and the home screen wallpaper zooms toward you. The animation just starts toward the end where the screen is just finishing the zoom effect.

If the complain you have about iOS in it's current iteration is the slight skipping of parts of UI animations, lasting a fraction of a second, then i'm truly glad.
