I can testify that the above method doesn't work. Ouch!

a couple other tweets from him make me think they are getting close and no I not going to make a prediction.
 
General question but..

If my phone is 4.0.1 and jailbroken right now, I would have to upgrade to 4.1, lose all my cydia apps, and then jailbreak?

Or is there a way to upgrade to 4.1 while keeping the jailbreak with this tool?

No, thats how its always been.
You update your firmware, you have to reinstall all your JB items again.
There is a few apps that can install everything back for you at once though like pkgbackup for example.
