Yes, I'd guess that if iOS 13.5 is installed before watchOS 6.2.5, the issue won't happen. Shame it doesn't force whatever check the watch needs to do after an iOS update is installed too.
Just upgraded to 13.5, selected California rainbow on the phone app as default. Watch wouldn't show it until I restarted and selected from the watch. The California face looks great this way, both active and when dimmed.
