Yes, iOS 12 works perfectly - barring a woeful battery life, but that's another discussion. Now, looking towards the future, it almost certainly will not be a good idea to update it any further. Battery life is already worse, and performance can only go downhill from here, if iOS 12's exception doesn't become the norm - which, sadly, I assume will be the case.

Battery life for me seems much better than it was on iOS 11, but I don't use it enough regularly to really know and don't have a device with iOS 9 to compare. Like all my iOS devices, I will wait and see how future updates perform before updating. I've left my wife's old 5S on iOS 10 and my old 4S on iOS 6 just because I didn't want to degrade performance and they are only infrequently used.

Yes, perhaps a little better than iOS 11, but far worse than iOS 9. I'd be pretty confident to say that there isn't any 6s on iOS 12, regardless of battery health, that's getting the 8-9 hours of on-screen time I'm getting.
I've seen several 7, a few 6s, and a 6+ have far worse battery life than they should.
 
If it’s going to be free my suggestion would be some burner android phone -it’s going to break because of probable lack of care.

If they want an iPhone, make it a a goal for them to pay fully or part of it- they will learn to appreciate and take better care of it.

This is what I plan on doing with my kids.
 
A gave my 6s plus to my mother, and It's running like a champ for now. I guess it will be enough for a teen but if you look in the long run the 7 plus IMO will be the better choice and will have longer support :)
