I've heard from a developer that Apple specifically told them to not use the Pencil for navigating the UI. It looks like the Pencil behaviour in iOS 9.3 beta is not a bug.
Is this an actual Apple employee, or just a registered app developer?
So why would Apple tell a developer to not do something they shouldn't be doing in the first place for multiple reasons?
Got my pencil today and granted I won't use it for the UI loads but I do like using it at times when scrolling so hopefully they continue to allow this.
When is the next beta? Hopefully it is just a bug.

It isn't - The possibility to do it before was the bug.
