I've heard from a developer that Apple specifically told them to not use the Pencil for navigating the UI. It looks like the Pencil behaviour in iOS 9.3 beta is not a bug.
 
Guess I won't be getting an Apple pencil then. The only use I have for actual writing on my iPad would be to occasionally sign a PDF. Not worth the cost for only that.
 
If you aren't drawing, then the Apple Pencil might not be for you. There are cheaper alternatives.

Is this an actual Apple employee, or just a registered app developer?
 
I'm a bit surprised that Apple would tell a developer that though. Prior to 9.3, that support was for free, so there was nothing that the dev could realistically do to disable it without running afoul of private APIs. And with 9.3, there isn't much you can do to re-enable it without the same risk. So why would Apple tell a developer to not do something they shouldn't be doing in the first place for multiple reasons?

From my understanding they've been working on a drawing app and had some bugs related to the interaction between the Pencil and the UI versus the drawing mode. They asked for help and someone from Apple told them to simply not use the Pencil for operating the UI.
 
I should be more curious, but I honestly can't without saying too much about the project I've been involved with, I think. Hrm.
 
Got my pencil today and granted I won't use it for the UI loads but I do like using it at times when scrolling so hopefully they continue to allow this.

Same here. Anyway I can reduce even a little of the fingerprint buffet on this screen the better.
 
I'm kind of not using the pencil as much scrolling with the UI purely because of this issue on 9.3...hoping this is just a bug but I fear the worse.
 
Apple has anownced that the navigation with the Pencil will be fixed in next release.

I have to say that i'm relieved to hear that they're not taking away the pencil functionality. I find mine especially useful when using Excel and for editing video. You can't beat the pencil when doing precision work on an IPP.
