Obviously you haven't seen the keynote, the UI has been rethought to work on iPad, it's not the same dense and hard to target like on Windows and Mac...
Actually all of your comments are very lacking in information.
 
To be fair, I don't believe the UI in Photoshop for iOS is going to be anything like Photoshop for MacOS. They're claiming it's going to have the same tools but with a different, touch-optimized interface. If they actually maintain two truly separate versions (and don't dumb down the Mac version the way, say, Apple did with Pages and Keynote), I'll be very happy to see it.

It remains to be seen since Adobe will expect most iPad users to be on a Pro model with the Pencil. Apple is about to release a 2nd gen one as well if the rumors are true. What would really be cool is if the iPad can be used a second display as a Wacom-style device.
I don’t think we’ll see anything like this for a while but I think it’s just a matter of time.

Mostly useless without adding the ability to actually read AND WRITE an external drive and edit files on the drive without having to move them to the iPad first. If the PSD files simply live in the Creative Cloud and you’re editing a hi-res preview it will have some utility. But that will mean an online synch at some point to get the data written to the original file.

If the current process of importing through Photos and then importing to the Adobe app (like Lightroom currently does) continues, the big deal will be bragging rights (look, my iPad runs Photoshop!).

At some point, the light will come on and Apple will see that Steve’s ghost has left the room and it’s not only okay, but essential for the iPad to have a file system. That’s no more an insult to his vision than the (awesome) Apple Pencil.
