So, here’s a weird one. I place my AirPods into my ears. They automatically connect to my iPhone 13 Pro. Work flawlessly for phone calls, iOS sound effects, FaceTime, YouTube, etc.

but not a webinar I’m listening to in Safari, which continues to play through the phone’s speakers.

any thoughts?
 
Look at Safari and see if it's redirecting sound to the speakers. Some apps have independent controls and you have to manually select target device for playback. One app like that is WhatsApp.

I don’t see any options for that with Safari. Oddly, works fine with a cheap $20 Bluetooth earbud
