AirPods too quiet at 10-30% volume?

I've tried the trick of turning the device to mute, disconnecting AirPods, reconnecting, and turning volume up. The volume is almost unusable at 10-30%. Is this common? They still get loud at max volume.

I don't understand. If 10-30% volume is too quiet, turn up the volume to something greater, like 40% or more.

Sorry, I should clarify. The sound at 10-30% on the AirPods is almost muted, where at 10-30% with wired Apple headphones, it's louder.
